The threat level of terrorism in Finland stands at level three, elevated, on a five-point scale. The national terrorism situation is strongly linked to international trends. Terrorist attacks in Western countries are also likely to inspire such incidents in Finland.

Supo continually updates its list of individuals who are counter-terrorism targets. The targeted individuals vary widely.

10.3.2026 | Russia strives to increase its intelligence capability in Finland when the war in Ukraine eventually comes to an end. Post-war Russia is expected to be willing to restore its relations with Western countries, including Finland. However, its superpower aspirations will remain unchanged.

4.3.2025 | Russia is expected to redeploy resources released by the end of the war in Ukraine. This will also increase the threat to Finland.

26.3.2024 | The threat of Russian intelligence and malign influence activities has remained elevated despite deteriorating conditions for human intelligence operations. No significant changes have occurred in the threat of terrorism faced by Finland.

2.1.2024 | A reorganisation of Supo took effect on 1 January 2024, implementing minor modifications to enhance information gathering and the work of Supo as an intelligence service. Deputy Director Teemu Turunen has been appointed Acting Director.

12.10.2023 | While the threat of intelligence and influencing operations against critical infrastructure has increased, a crippling effect on infrastructure operations in Finland remains unlikely in the immediate future. Relations between Finland and Russia have significantly deteriorated, with Russia prepared to take measures against Finland if it deems this necessary. The Finnish Security and Intelligence Service (Supo) published its national security overview on 12 October.
