Russia and China are conducting continuous and active espionage against Finland. They are also striving to strengthen international structures in which Western countries are not involved. The Arctic region is one of the key arenas of great power competition, and China’s growing presence in the area is likely to further intensify the rivalry. The balance of power in the region also affects Finland.
