The stages of security clearance vetting

1. You are selected for new duties

Security clearance vetting will be conducted when you are appointed to a position of importance to Finland’s national security or interests. The applicant for security clearance vetting is usually an employer or a subcontractor.

2. You consent to the investigation

Security clearance vetting will only be conducted if you give your personal permission to do so. You give your consent via the Supo electronic transaction service. You may also do so in writing on a paper form if the electronic transaction service cannot be used.

3. You complete the application and its annexes 

A security clearance vetting application should be completed with care, as incomplete application details will delay the investigation and appointment to new duties.

4. Supo conducts the investigation

Supo will examine your background based on the information sources specified in the law, and based on careful and comprehensive consideration. The investigation will be based on the Security Clearance Act. Supo's aim is that 90% of security clearance vetting investigations are completed within two months.

4b. You are interviewed 

The investigation may also include a personal interview where necessary.

5. The investigation is completed

Supo will notify the employer of the outcome of the investigation. Most investigations disclose nothing to report. The employer will advise you of the outcome of the investigation.

5b. If your investigation finds something to report to your employer

Supo will notify the employer in writing if an investigation discloses anything relevant to the duties. You are entitled to see this notice and receive a copy of it. Please submit a request to [email protected] if the employer is unable to show you the notice.

6. The employer will make the decision on recruitment

The decision to hire is always made by the employer, and never by Supo. Security clearance vetting generally remains in force for five years unless requested for a fixed period. Supo will contact you if, for example, you commit a criminal offence that is relevant to your duties during this period.
